WebWell, it's just SAS, and advanced just auto stabilizes your craft with the tourque from sas modules. To get it you need either a probe with stabilization ability (ex anything besides stayputnik) or a kerbal with pilot stats in a command pod. Also to get the other features, upgrade the pod you're using and or level up your kerbal.

The Stayputnik has no SAS capability, all the other probes have some form of it, which will be listed. I believe the OKTO has only basic SAS (hold attitude) while more advanced cores may have things like Hold Prograde listed.
